>skeptics are blind to their own faith.

No, being blind to your own faith is not a necessary and sufficient, or even an implied condition of skepticism- just the opposite. No skeptic I have ever met, and certainly not myself, is a True Believer in this sense, and being blind in this way _is_ a necessary and sufficient condition for True Believing.

Within your insufficient level system, this blindness is part of level 2, and in my reading of this system, the skeptic is at least at level 3, in fact, the sort of skepticism I know and abide by is a necessary and sufficient condition for your level 3.

But, levels only work on hills to hold water.... And there is always a relationship between the length of the leg and the size of the hill that determines the amount of levels....

It would be nice, in a skeptical kind of way, to see some empiricism regarding these levels of yours.

Wouldn't it?
