It's one way to make Level 3 plausible.
I'm improvising here [Brodie is the one who invented this terminology,
not me]:
Snap estimation: Consider a short-term stable memetic ecology. Does it
contain memes that attack each other [as opposed to having contrary
short-term goals?]
"The ideal Level-2" memetic ecology doesn't contain memes that attack each
other.
"The ideal Level-3" memetic ecology is critically dependent on such memes
to function properly.
R. Brodie: does this check???
