Okay, now I'm really confused. I like those ideas above, but can't quite see how they relate to:

(And, FYI: Your statement about the referenda having "a flawless record of passage so far, every time the citizenry have been allowed to vote" is completely incorrect. You must not have been watching the referendas come and go (down to defeat) many, many times over the last 15 years.)
