Any apprehension or description of rationality is a gloss over it. Any attempt to 'be more rational' is a gloss. Yes, if we say <buddhism> is the full cognitive/perceptual/behavioral awareness of our mental life, then that is not a gloss. But saying that 'buddha is' is.
