Well, it is always offered to all- and is sparsely populated, and mostly with people who have grown too used to each other, but it is on the Starchat IRC network (irc.starchat.net) and can be accessed with any IRC client or even telnet, like in the olden days. It is not ICQ (that client still crashes my computer) and it is not web-based.
It is also far from skeptical these days....
But, hell, it's there. And most all of the evening someone is willing to spill some hours into the void.
