virus: Complexity a good in itself?

I noticed on the philosophy page that complexity is labelled as being a
good in itself. What about efficiency? A bureaucratic system may be more
complex than another system that performs the same function but I would
say from an evolutionary perspective that the more streamlined system is
"better".
